It is valid for the indicated amount of cargo for the certain time. “It is filled, let’s say, for 100 places. In one shipment we deliver the cargo to the aviation warehouse, we hand it over, it takes 50 places, that is, only half, ”explains Andrei Shvyryov, head of the customs clearance and delivery department at ACEX Group,“ they write them off for us, and close the declaration completely only on the actual departure of the entire party for 100 places”.
Such a scheme is profitable to those customers who resort to the services of a customs representative – due to reducing the number of documents. Despite the fact that the procedure has existed for many years, it remains significantly rare. Experts explain this by saying that, as a rule, companies with a large volume of exports (transporting oil, grain, and so on), which are not so numerous, resort to it. Moreover, there is an important detail: foreign trade supplies must be regular - and this is not a vague criterion, but a quite specific one. Regular transportations are those, which are more than three times a month.
Detailed requirements and conditions for filling in are outlined in the Customs Code of the Eurasian Customs Union. If the goods are not exported or not presented to the customs authority within the indicated time, the periodic declaration must be withdrawn; otherwise, the release of goods will be canceled.
In addition, it should be made sure that no more goods accidentally “leave” than it is indicated in declaration.

Time is money. It brings us to another solution. Specialists from ACEX often practice this: preliminarily, before the cargo arrives - maximum for 15 days before - they submit a declaration. This possibility is outlined in the Federal Law on Customs Regulation and the Customs Code of the Customs Union. This is useful when a shipment is delayed for various reasons - during the waiting period all documents are checked, it only remains to confirm the actual arrival of the goods, and the declaration is issued within two hours.

Although there are certain “pitfalls”, - Gennady Adamaytes, Director of the subsidiary in Voronezh of TC “Rusta Broker” LLC, notes: “Several years ago it was very important. And now, for example, let’s take rail transportation. The condition of the trains is not the best sometimes. And if the train consists of 32 cars for which a declaration has already been filed, and only 29 arrive at the place - some are being sent for repair, and we have to wait until the work is finished and all the declared cars are collected. Therefore, it often turns more profitable and faster to use the electronic declaration now".
The most hotly debated topic now - the registration of several consignments in one declaration for the goods. To do this, you must comply with several conditions: the goods must have the same recipient and the sender working under one contract and in one currency. “The advantage here is the actual release of goods - it is carried out by one inspector,” notes Ivan Komarov, production director of “Optima Log” LLC, “on the other hand, if you evaluate profitability, then the benefit for the importer can be traced in sea and air travel, whereas the car will lose regarding the cost of registration of each vehicle, irrespective of the number of declarations.
It is also impossible not to take into account the measures of customs inspections - they are similarly applicable to the entire consignment. In any case, the need for application can be assessed by professionals - based on extensive practice. That is, the main life hack, probably, is to find the right partner. ”
